Stated precisely, because a vendor who implies a registration they do not hold is not usable to a contracting officer.

Consequence, stated plainly: HELM Systems LLC cannot presently be paid under a US federal prime contract, and no capability statement here should be read as a claim of procurement readiness. Registration is in preparation; until it is complete, this table is the answer to the question.

Capability

Independent verification: Producer/verifier separation with independent re-derivation of material results — applicable to autonomous systems whose actions must be reconstructable after the fact.
Evidence custody: Append-only, digest-sealed evidence records designed so that the history of what was believed, and when, cannot be quietly rewritten.
Bounded authority: Design and enforcement of explicit authority envelopes on automated action, with the enforcement itself evidenced.
Control effectiveness: Testing whether a stated control actually operates, as distinct from whether it is documented.
Framework readiness: Evidence inventory and control mapping against a named framework, producing an assessor-ready package rather than a certification claim.

Security posture

Isolation: The public website is static and has no route to any internal system. There is no public control-plane exposure.
Data handling: Minimum necessary access; secrets and production data are not required to perform assurance. Evidence is captured sanitised or by hash.
Supply chain: This site has no runtime dependencies. No third-party scripts are loaded. The public shell is deliberately minimal attack surface.

Engagement path

Until registration is complete, the only available commercial path is a direct services agreement: a scoped pilot under the standard engagements, contracted outside any federal vehicle. Small, well-scoped work is the appropriate starting point — and any pilot result a government customer is entitled to see can be evidenced to the same standard as our commercial work.
